For those wondering what the European Union is supporting in Turkey
There are many EU projects. Some of these are managed directly in the EU, some in Turkey. Universities are responsible for some of them, ministries are responsible for some, and institutions such as TUBITAK are responsible for some.
Here I will tell you about a very different EU support that will interest you.
There is a support IPA, which is applied by the countries with pre-accession status due to the European Union's own convention. IPA stands for pre-accession aid.
In other words, the EU says that some of your sectors must be compatible with us so that we can take you to the European Union membership. In this context, we will provide funds to you (candidate countries), and you will use this in the development of the private sector in your country and develop those sectors.

The European Union has approved two programs for this component so far, and Turkey has supported tens of thousands of projects. It has been implemented as IPARD1 and IPARD2. Now IPARD3 has been approved and will start new project procurement.
The EU wanted an autonomous institution to be established for the implementation of this program in Turkey. Upon this request, ARDSI (Agriculture and Rural Development Support Institution) was established in 2008. And this institution continues to provide support established in 42 provinces.

Within the scope of IPARD, support is given to 3 main subjects. (There are other supports as well, but we will not go into them)

So what do these investments support?
Construction, Machinery equipment purchase, service procurement and visibility…
So what are the support rates?
Although each measure differs, it gives a grant (non-refundable) of 50% to 65%.
So what is the upper limit?
For 101, the total investment amount is maximum 1 million Euros, with changes within itself.
For 103, the total investment amount is maximum 3 million Euros, with changes within itself.
For 302, the total investment amount is 500 thousand Euros, with changes in itself.
So how does the process work?
You prepare the project and present it to the institution, when your project is approved, you sign a contract, you start and finish the investment in accordance with the contract, you prepare a payment request package and receive your grant.
So, is there an installment payment?
Yes, it can be purchased in up to 3 installments, but there are certain limits.
So, can we get an advance?
Previously, there were no advance payments, however, advance payments have started to be made in the last calls.
